Executive Order No. 283 establishes the independent municipality of Dumingag in Zamboanga del Sur, segregating various barrios from the municipality of Molave, contingent upon the appointment of local officials and financial capability to provide essential services.

The creation of the municipality of Dumingag is based on Executive Order No. 283 dated December 27, 1957, pursuant to the provisions of section sixty-eight of the Revised Administrative Code.

The barrios and sitios segregated from Molave include Lower Timonan, Colictop, Ecuan, Upper Timonan, Pogwan, Tungawan, Maralag, Bocayan, Dumingag, Doniao, Licama, Dapiwak, Guitran, Dilod, Yabu, Gonain, Manlabay, Marangan, Doray, Calomanggi, Palili, Guintananan, Baculon, Gumpingan, Bitian, Malaciawa, Ditolan, Dela, Gapasan, Tubay, Baquiran, Linay, Dipala, Batan, and Disered.

The municipality of Dumingag shall begin to exist upon the appointment and qualification of its mayor, vice-mayor, and a majority of councilors, and upon certification by the Secretary of Finance that it is financially capable of implementing the Minimum Wage Law, fulfilling statutory obligations, and providing essential municipal services, and that Molave can also maintain its government and services after segregation.

The seat of government of the municipality of Dumingag is at the barrio of Dumingag.

The boundary line is described in the sketch map prepared and submitted by Assistant Civil Engineer Ernesto L. Renes of Zamboanga del Sur, which is filed with the Office of the President.

The municipality of Molave retains its present territory minus the portions that are included in the municipality of Dumingag after segregation.

The President exercises powers pursuant to the provisions of section sixty-eight of the Revised Administrative Code, allowing executive creation of municipalities upon recommendation of the Provincial Board and certain conditions.

The Secretary of Finance certifies that the municipality of Dumingag is financially capable of fulfilling its obligations and providing essential services before it can be constituted as an independent municipality.

The municipality must be capable of implementing the Minimum Wage Law, indicating financial stability and capacity to meet labor and social welfare requirements as part of statutory obligations of a regular municipality.
