Question & AnswerQ&A (EXECUTIVE ORDER NO. 371)
The main purpose of Executive Order No. 371 is to create the municipality of Linamon in the province of Lanao del Norte by segregating certain barrios and sitios from the municipality of Kauswagan and organizing them into an independent municipality.
The barrios and sitios segregated from Kauswagan to form Linamon are Linamon, Magoong, Samburon, Larapan, Purakan, Robocon, Napo, Busque, Tangkal, Tilapas, Tinaeg-Manok, Hinatogan, and Tingintingin.
The municipality of Linamon was created pursuant to the provisions of Section 68 of the Revised Administrative Code and upon the recommendation of the Provincial Board of Lanao del Norte.
The boundaries are from the mouth of the Linamon River on Iligan Bay, westward along the seashore to the mouth of Larapan River; then upstream along Larapan River to the east bank of the same river and the straight line from M.B.M. No. 3 to M.B.M. No. 2; eastward through M.B.M. Nos. 3 and 4 to the west bank of the Agus River; downstream following Agus River to its junction with Linamon River; and downstream following Linamon River to its mouth on Iligan Bay.
The municipality of Linamon begins to exist upon the appointment and qualification of its mayor, vice-mayor, and a majority of its councilors and upon certification by the Secretary of Finance that it is financially capable of fulfilling the obligations under the Minimum Wage Law and providing essential municipal services.
The municipality must be financially capable of implementing the provisions of the Minimum Wage Law, providing for all statutory obligations, and ordinary essential services of a regular municipality.
The municipality of Kauswagan retains its present territory minus the portions that are included in the territory of the new municipality of Linamon, as delimited in the boundaries described.
Kauswagan must be able to maintain its municipal government creditably, meet all its statutory and contractual obligations, and continue providing essential municipal services after the segregation.
The Executive Order was signed by President Carlos P. Garcia and, by his authority, Assistant Executive Secretary Enrique C. Quema.
The technical description and sketch map prepared by the Highway District Engineer of Lanao del Norte serve to precisely delimit the boundaries of the municipality of Linamon.
