(1) Organize itself; (2) prepare the general program of the Centenary activities; and (3) render and publish, within one year after the conclusion of the celebration, a comprehensive report of activities.
It is authorized to call upon any department, bureau, office, agency, or instrumentality of the Government for information or assistance needed to perform its functions.
It must render and publish the comprehensive report within one year after the conclusion of the celebration (i.e., after the centenary activities end).

The Executive Order lists several office-based members, including the Secretary of Education, the Director of the National Museum, the Chairman, Philippines Historical Committee, the President of the Commission Historical Committee (as titled), the Director of Public Schools, and the Director of Private Schools.
Listed members include: Mr. Ramon J. Fernandez, Mr. Alfonso T. Ongpin, Mr. Eugenio Lopez, Mr. Modesto Farolan, and Mrs. Andres Luna de San Pedro, and Prof. Jose P. Apostol (as Secretary).
The Secretary of Education is a member of the Commission, and the Director of Public Schools is also a member (each by virtue of their respective offices).
Prof. Jose P. Apostol is designated as Secretary of the Commission.
Ferdinand Marcos is listed as a member.
Representatives include the National Museum, the Philippines Historical Committee, the Art Association of the Philippines, and the Philippine National Historical Society.
