The main purpose of Republic Act No. 11382 is to create an additional branch of the Regional Trial Court in Ozamiz City, convert the Municipal Circuit Trial Court covering the municipalities of Clarin and Tudela into the Municipal Trial Court of Clarin, and create a new Municipal Circuit Trial Court covering the municipalities of Sinabacan and Tudela, all in the Second Legislative District of Misamis Occidental, while amending Batas Pambansa Blg. 129.

The Municipal Circuit Trial Court comprising the municipalities of Clarin and Tudela was converted into the Municipal Trial Court of Clarin.

Instead, Sinabacan and Tudela comprise the new Fourth Municipal Circuit Trial Court with its seat in Sinabacan.
The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, is responsible for the operationalization of the additional branch of the RTC, the Municipal Trial Court, and the Municipal Circuit Trial Court in the Second Legislative District of Misamis Occidental.
Funds shall be appropriated and released only upon the actual organization of the court and the appointment of its personnel.
All pending cases within the municipalities of Sinabacan and Tudela shall be transferred to the newly created Fourth Municipal Circuit Trial Court, while cases involving the Municipality of Jimenez shall be transferred to the Third Municipal Circuit Trial Court. These cases shall be tried and decided therein.
RA No. 11382 amends Section 14(k) and Section 29 of Batas Pambansa Blg. 129, otherwise known as "The Judiciary Reorganization Act of 1980."
This Act takes effect fifteen (15) days after its publication in the Official Gazette or in newspapers of general circulation.
