Republic Act No. 9966 converts the Sultan Kudarat Polytechnic State College and its designated campuses into a state university known as the Sultan Kudarat State University (SKSU).

The main campus of SKSU is located in the City of Tacurong, Province of Sultan Kudarat.

The University shall primarily provide advanced instruction and professional training in science and technology, agriculture, fisheries, education and other relevant fields, undertake research and extension services, and provide progressive leadership in its areas of specialization.

The Board of Regents includes the Chairperson of CHED (Chairperson), the University President (Vice Chairperson), Chairpersons of the Senate and House committees on education, regional directors of NEDA and DOST, presidents of the faculty, student, and alumni federations, and two prominent citizens from the private sector.

The Board promulgates policies, appropriates funds, fixes tuition fees, appoints officials, approves curricula, grants honorary degrees, establishes research centers, enters into joint ventures, and oversees general administration of the University among others.

The Board must meet at least once every quarter and can convene special meetings upon three days prior written notice.

The President is appointed by the Board of Regents, upon recommendation of a search committee, for a term of four years and can be reappointed for another term.

The University enjoys academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Philippine Constitution.

All assets, liabilities, personnel, and records are transferred to the new University, with positions, rights and security of tenure of personnel respected.

CHED conducts regular monitoring and evaluation of the University to ensure continuing compliance with university status requirements and may recommend revocation of university status if compliance is not met.
