The Naval Institute of Technology in the Municipality of Naval, Province of Biliran is converted into a state university known as the Naval State University (NSU).

The Biliran National Agricultural College in the Municipality of Biliran is integrated with the Naval State University.

The University shall provide advanced education, higher technological, professional instruction and training in arts and sciences, education, agriculture, fishery, forestry, maritime education, ICT, engineering, tourism and other related fields, undertake research and extension services, and provide progressive leadership in its specialization areas.

The Board of Regents includes the CHED Chairperson (Chair), University President (Vice Chair), Chairpersons of Senate and House Education Committees, Regional Directors of NEDA and DOST, presidents of the university's faculty association, student council, alumni association, and two prominent citizens from Biliran's private sector.

They must be distinguished in their profession, selected from a list of at least five qualified persons nominated after publication, and must not be related up to the third civil degree to any incumbent local or national official.

They promulgate rules and regulations, receive and appropriate funds, appoint officials, fix tuition and fees, award honorary degrees, establish research centers, enter joint ventures, adopt socialized tuition schemes, and more as necessary for the university's governance and development.

The President is appointed by the Board upon recommendation of a search committee, must meet the Board-set qualifications, and cannot be related by consanguinity or affinity up to the third civil degree to any incumbent local or national official.

The University enjoys academic freedom and institutional autonomy pursuant to Section 5, Article XIV, paragraph 2 of the Philippine Constitution.

All assets, personnel, records, liabilities, and obligations are transferred to the Naval State University. Faculty and personnel retain their rights and security of tenure, and all government-owned land occupied becomes property of the University.

CHED exercises oversight through policy formulation, approval of curricula, monitoring compliance with university status requirements, authorizing importation of books, and making recommendations for revocation if the University does not maintain compliance.
