No private sector representative may be appointed if related by consanguinity or affinity up to the third civil degree to any incumbent local or national official.

Quorum is majority of all its members holding office at the time, but the Chairperson of the Board or the University President must be present. If the CHED Chair is absent, a designated CHED Commissioner represents him/her. The President is the presiding officer during that meeting, unless the CHED Chair designates a CHED Commissioner as regular Chair.

The Board may fix tuition fees and other necessary charges through due consultation. Fees and charges, including government subsidies and other income generated by the University, are treated as special trust funds deposited in an authorized government depository bank, with interests accruing to the same funds. University income may be disbursed for instruction, research, extension, and other University programs, subject to fiduciary fee rules.

Income generated by the University from tuition fees/charges, auxiliary services, and land grants shall be retained by the University and may be disbursed by the Board for University purposes (instruction, research, extension, etc.), while fiduciary fees must be disbursed for their specific collected purposes.

No political beliefs, gender preference, cultural/community affiliation, ethnic origin, or religious opinion/affiliation may be a matter of inquiry. Appointments must follow Board-set guidelines and qualifications, and no faculty member may teach for or against any particular church or religious sect.

CHED conducts regular monitoring and evaluation for continuing compliance with University status requirements. If CHED finds non-compliance, it submits an appropriate recommendation for revocation of the University status to the Senate Committee on Education, Arts and Culture and the House Committee on Higher and Technical Education.
