It takes effect upon its approval (approved April 14, 1983).
The conversion is legislatively declared by the Act (Section 1). However, the additional collegiate courses beyond existing offerings are contingent on authorization by the Ministry of Education, Culture and Sports (Section 2).
Actual operation as a college is deferred until subsequent General Appropriations Acts provide the necessary amount for operation and maintenance (Section 4).
