It converts the West Visayas State College in Iloilo City into a university known as the West Visayas State University.
The Iloilo National College of Agriculture in Lambunao, Iloilo is integrated into the West Visayas State University.
It is governed by a Board of Regents whose composition is based on Presidential Decree No. 1437.
The presidents of the faculty organization and of the alumni association are likewise members of the Board.
She continues to serve as President of the University until the expiration of her term of office as provided for in P.D. No. 1437.
It must continue to offer the university-level courses it is presently offering, and it may offer other courses the Board may subsequently approve.
It shall have the same aims, powers, rights and privileges, and obligations and responsibilities prescribed in the laws creating WVSC and the Iloilo National College of Agriculture, and those provided in P.D. No. 1437 and other pertinent laws not otherwise repealed/amended.
All funds, records, properties, assets, and obligations are transferred to the University.
No officer or employee shall be separated from the service except for cause; and they may be given another position in the University with the same compensation and privileges.
The Board adopts the staffing pattern with the approval of the Minister of Budget and Management.
It serves as the basis for the Board of Regents composition and the term/continuation of the incumbent president of the university.
Section 9; it repeals or amends all laws inconsistent with the provisions of the Decree.
Section 6 provides that the University retains the aims and powers and the rights, obligations, and responsibilities prescribed in the earlier laws creating WVSC and the Iloilo National College of Agriculture, and in P.D. No. 1437, plus other pertinent laws not repealed/amended.
It indicates that existing debts, commitments, or liabilities of the former colleges become obligations of the University after transfer.
