The main purpose of Presidential Decree No. 2019 is to convert the West Visayas State College in Iloilo City into a university known as the West Visayas State University and to integrate the Iloilo National College of Agriculture into this university.
The West Visayas State College was originally established in 1924 as the Iloilo Normal School under Republic Act 4189, as amended.
