Associations of faculty, alumni, and employees and student councils in each campus must organize their respective federations so their presidents can sit in the Board via the federations.
Ex officio members have term of office tied to their office. Presidents of faculty and student federations serve for one (1) year. Two prominent citizens serve four (4) years and two (2) years, respectively, when deemed necessary. Other appointed federation presidents have similar duration as the Board provides within the statute’s framework.

Quorum consists of a majority of all members holding office at the time of the meeting, provided that the Secretary of Education, Culture and Sports (Chairman) is among those present, or the President of the University acts as presiding officer in the former’s absence.
Appointed by the President of the Philippines upon recommendation of the Board. The term is six (6) years without reappointment unless he reaches retirement age or is earlier removed for cause or incapacitated. The Board designates an officer-in-charge during vacancy, and the successor holds the unexpired term but not more than six (6) years.
The Board may fix tuition fees and other school charges (e.g., matriculation, graduation, laboratory fees). Such fees and charges, including government subsidies and other income, are treated as special trust funds deposited in authorized government depository banks, with interest accruing to the same fund.

The parcels of land belonging to the Government occupied by the Philippine Normal College in Manila and existing branches are declared property of the Philippine Normal University and must be titled under that name. If the University ceases to exist/abolished or the land is no longer needed, the land reverts to the provinces, municipalities, or cities where located.
No. Faculty of the University are exempt from any civil service examination or regulation as a requisite for appointment.
No religious opinion or affiliation may be a matter of inquiry in appointing faculty. However, no faculty member shall teach for or against any particular church or religious sect.
