Presidential Decree No. 1518 converts the Philippine College of Arts and Trades into the Technological University of the Philippines (TUP), aiming to prioritize technical and vocational education and enhance the training of manpower potential in vocational, technical, industrial, technological, and professional skills.

The Philippine College of Arts and Trades is converted into the “Technological University of the Philippines” (TUP). The existing campus in Manila is called the University College.

It must provide higher and advanced vocational, technical, industrial, technological, and professional education and training, lead in applied research and developmental studies in technical/industrial/technological fields, conduct production using indigenous materials, effect technology transfer in the countryside, and assist in the development of small and medium-scale industries in identified growth centers.

Minister of Education and Culture (Chairman), President of the University (Vice-Chairman), a representative of NEDA, and two prominent citizens (one from the alumni association; the other from prominent citizens of Metro Manila) appointed by the President upon recommendation of the Minister of Education and Culture.

The first group serves for two (2) years and four (4) years, respectively. Thereafter, appointees hold office for a term of four (4) years.

The appointee holds office only for the unexpired term.

The Minister may authorize a representative (preferably the Deputy Minister concerned and at least a director) to sit. During such meetings, the President of the University presides as Vice-Chairman.

It exercises policy-making functions in accordance with general education policies and plans from the National Board of Education and the Minister of Education and Culture, and general national/regional development policies from NEDA. The Chairman (Minister) ensures that these adopted educational policies are observed by the University.

Examples include enacting internal rules not contrary to law; approving curricula and disciplinary rules drawn by the Administrative and Academic Councils; conferring degrees and honorary degrees and authorizing certificates for non-degree programs; approving requirements for admission and graduation subject to the academic structure; and confirming and managing appointments and removal for cause of specified university officials and employees.

It may import duty-free essential commodities and materials for advanced educational or technological programs as an exception to existing laws, provided such commodities or materials are not available locally.

The Board may receive in trust legacies, gifts, and donations of real and personal property and administer them for the University or to aid students according to donor instructions (or as the Board determines if directions are silent). Such donations are exempt from taxes and are considered deductible items from the donor’s income tax.

The Board can fix tuition fees and other necessary charges. Fees and charges, and other university incomes, constitute a special trust fund for the exclusive use of the University, notwithstanding contrary provisions of existing laws.

Quorum is a majority of all members holding office at the time of the meeting, provided that among those present are the Minister of Education and Culture (Chairman) or the President in the former’s absence.

They shall be served on the President of the University or his duly authorized representative.

The President is appointed by the President of the Philippines for a six (6)-year term upon recommendation of the Minister of Education and Culture after consulting the Board of Regents, and may be renewed for another term upon recommendation of the Minister and after consulting the Board.

Faculty members are exempt from civil service examinations or regulation as a prerequisite for appointment. However, they may not teach for or against any particular church or religious sect.

No student shall be denied admission by reasons of sex, nationality, religion, or political affiliation.

Buildings, equipment, facilities, and parcels of land occupied by the Philippine College of Arts and Trades bounded by Ayala Boulevard, San Marcelino Street and Estero de Balete—including the site and building of the Research and Training Center of the Department of Education and Culture—must be transferred to the University. An additional ten hectares from government reservation for expansion must be proclaimed out of government reservation.
