Executive Order No. 430 constitutes the National Committee on Biosafety of the Philippines (NCBP).
The NCBP is attached to the Department of Science and Technology (DOST).
The Chairman is the DOST Undersecretary for R & D.
There are: 1 biological scientist, 1 environmental scientist, 1 physical scientist, 1 social scientist, 2 respected members of the community, and 1 representative each from the DA, DENR, and DOH (designated by their respective Heads of Offices).
The Chairman’s term is coterminous with his appointment as Undersecretary for R & D. All other members (excluding the Chairman) serve for three (3) years, renewable for another term or more under exceptional circumstances.
No. Their membership is for the duration of their positions in their respective agencies, as provided by EO 430.
They must be Filipino citizens of unquestionable integrity who reside permanently in the Philippines.
They must have a minimum of seven (7) years of collegiate and post-collegiate training (degree and/or non-degree) in their respective field.
To identify and evaluate potential hazards in genetic engineering experiments or introduction of new species/engineered organisms and recommend measures to minimize risks.
It is tasked to formulate and review national policies and guidelines on biosafety (including safe conduct of genetic engineering and pest-related genetic materials) and supervise their implementation.
To formulate and review national policies and guidelines in risk assessment of work in biotechnology and supervise their implementation.
The NCBP must develop working arrangements for evaluation, monitoring, and review of projects, ensuring adherence to national biosafety policies and guidelines.
To assist in the development of technical expertise, facilities, and other resources for quarantine services and risk assessments; and to recommend research programs to establish risk assessment protocols and study long-term environmental effects.
Yes. EO 430 requires the NCBP to publish results of its internal deliberations and agency reviews, and to hold public deliberations on proposed national policies, guidelines, and other biosafety issues.
It must provide assistance in the formulation and amendment of pertinent laws, rules, and regulations.
It may call upon the assistance of any government agency, department, office, bureau, including GOCCs.
DOST is the Secretariat of the NCBP.
DOST must allocate from its present budget such amount as necessary for initial operations; thereafter, funding requirements are included in the general appropriations bill submitted to Congress.
It takes effect immediately.
