Executive Order No. 24 establishes the Disaster Response and Crisis Management Task Force in the Philippines, responsible for coordinating disaster preparedness and response efforts, implementing national resilience programs, and recommending the declaration of a state of calamity, with immediate effect and funding from existing appropriations and other sources.

The primary purpose is to constitute the Disaster Response and Crisis Management Task Force to focus on disaster preparedness and response with a clear unity of command led by the government, using an evidence-driven and science-based approach in crisis management.

The Task Force is composed of members from the Office of the Executive Secretary; Department of National Defense; Department of the Interior and Local Government; Department of Social Welfare and Development; Department of Health; Department of Trade and Industry; Department of Science and Technology; Department of Public Works and Highways; Department of Transportation; and Office of Civil Defense.

The President of the Philippines shall designate the Chairperson and Vice Chairperson from among the members of the Task Force.

Its functions include overseeing and coordinating DRRM plans on disaster preparedness and response; providing leadership in disaster prevention and response strategies; ensuring integrated approaches with government agencies and LGUs; establishing a national disaster mobilization system; exercising oversight over relevant government agencies; engaging experts when necessary; managing disaster resilience programs; convening NDRRMC for state of calamity declarations; and performing other functions as directed by the President.

The Chairperson acts as overall manager and lead coordinator on disaster preparedness and response efforts; ensures implementation of Presidential orders related to DRRM; advises the President on DRRM policies; proposes funding support; and can call upon any government agency for support in performing his/her functions.

The Task Force organizes Quick Response Groups to support regional and local DRRM councils. These groups can be deployed during or in anticipation of disasters. Members of the Task Force designate representatives to these groups who can be immediately deployed by the Chairperson.

The Task Force reports directly to the President and is convened upon order of the President or the Chairperson of the Task Force.

Funding will come from existing appropriations of the member-agencies, the Contingent Fund as applicable, and other funding sources identified by the Department of Budget and Management, subject to applicable laws and regulations.

Section 17, Article VII of the Constitution grants the President control over all executive departments and the mandate to ensure the faithful execution of laws. Additionally, Section 31 of the Administrative Code of 1987 authorizes the President to reorganize the administrative structure of the Office of the President.

Executive Order No. 120 (s. 2020) is repealed, and all other inconsistent issuances, orders, rules, and regulations or parts thereof are repealed, amended, or modified accordingly.
