RA 10121, Section 2(d) states it is the policy of the State to adopt and implement a coherent, comprehensive, integrated, efficient, and responsive disaster risk reduction program incorporated in development plans, guided by principles of good governance—providing the policy foundation for preparedness measures such as drills.
RA 7924, Section 3(g) places under MMDA the services relating to public safety in Metro Manila, including formulation and implementation of programs and policies and procedures for public safety and preparedness for preventive or rescue operations during disasters like earthquakes.
It declared July as National Disaster Consciousness Month and institutionalized the Civil Defense Deputization Program, giving national agencies and LGUs time to implement disaster awareness campaigns and programs.
It notes that the 100-kilometer West Valley Fault Line traversing Metro Manila is considered ripe for movement, and that cities and towns may experience earthquakes up to magnitude 7.2, potentially causing significant damages and fatalities.
It is scheduled on 30 July 2015.
All heads of government departments, bureaus, offices (including GOCCs) and LGUs are enjoined to authorize and encourage their officials and employees to participate.
They may exempt officials and employees involved in the effort from observing regular office hours and/or from performing their duties, provided it does not prejudice the regular and efficient delivery of government services, subject to applicable laws, rules, and regulations.
The Metro Manila Disaster Risk Reduction and Management Council, as chaired by the Chairperson of the MMDA, in coordination with the National Disaster Risk Reduction and Management Council.
Plan and implement the drill; prepare the schedule of activities; coordinate all LGU earthquake drill initiatives in Metro Manila; submit a report on implementation and evaluation; and perform other functions consistent with the Circular.
It is stated that the MMDRRMC will lead in coordination with the National Disaster Risk Reduction and Management Council.
It is encouraged. The private sector, including volunteer and civic organizations, is urged to participate and assist as circumstances and exigencies may require.
All issuances, orders, rules, and regulations, or parts thereof, inconsistent with the Circular’s provisions are repealed and/or modified accordingly.
If any provision is declared invalid or unconstitutional, the other provisions unaffected remain valid and subsisting.
It takes effect immediately.

By referencing RA 10121’s requirement that the disaster risk reduction program be guided by principles of good governance, the Circular ties the drill to broader governance and accountability expectations in disaster preparedness.
