The Sangguniang Panlungsod, composed of the city vice mayor as presiding officer, regular sanggunian members, the presidents of the city Liga ng mga Barangay and the panlungsod na pederasyon ng mga sangguniang kabataan, and sectoral representatives including women, agricultural or industrial workers, and other sectors such as the urban poor, indigenous cultural communities, or disabled persons.

By a two-thirds (2/3) vote of all its members, making the ordinance or resolution effective despite the veto.

Upon ratification of its creation by a majority of the votes cast by qualified voters in a plebiscite conducted within 60 days from the approval of the Act.

Being sentenced for an offense involving moral turpitude or punishable by one year or more imprisonment within two years after serving sentence, removal from office due to an administrative case, violation of the oath of allegiance, dual citizenship, being a fugitive from justice, permanent residence abroad, or being insane or feeble-minded.

If the city mayor's office becomes vacant, the city vice mayor becomes city mayor. If the vice mayor's office becomes vacant, the highest ranking sangguniang panlungsod member assumes the position, with successors determined by ranking based on votes received.
