The Board of Regents consists of the CHED Chairperson (Chair), the University President (Vice Chair), Chairperson of Senate Committee on Education, Chairperson of House Committee on Higher and Technical Education, Regional Directors of NEDA and DOST, presidents of the federations of faculty associations, student councils, alumni associations, and two prominent citizens appointed from a recommended list.

The Board may promulgate rules, appropriate funds, import duty-free books, receive donations, fix tuition and fees, construct university facilities, appoint officials, approve curricula, set admissions policies, award honorary degrees, establish branches, conduct management audits, enter joint ventures, and extend the President’s term up to age 70 under specific conditions, among other powers.

All income generated from tuition, fees, auxiliary services, and land grants are retained by the University and deposited in authorized government banks, where interests form part of the trust funds to be used specifically for instruction, research, extension, and other University projects. Fiduciary fees must be disbursed only for the purposes they were collected.

The University President is appointed by the Board of Regents upon recommendation of a search committee, serves a four-year term, and is eligible for reappointment for another term. The incumbent CVPC president, if qualified, serves as the first NORSU president.

All assets, liabilities, personnel, and parcels of land of CVPC and the integrated colleges are transferred to NORSU.
