The Municipality of Borongan is converted into a component city known as the City of Borongan, comprising the present territory of the Municipality of Borongan in the Province of Eastern Samar.

Within its territorial jurisdiction, the City must exercise powers for efficient governance and promote general welfare, including supporting culture, health and safety, balanced ecology, scientific/tech development, public morals, economic prosperity and social justice, full employment, peace and order, and comfort and convenience of inhabitants.
No. RA 9394 states that the City and its officials shall not be exempt from liability for death or injury to persons or damage to property.
For police purposes, the jurisdiction is coextensive with its territorial jurisdiction. For protecting and ensuring purity of the water supply, it extends over all territory within the drainage area of the water supply and within 100 meters of any reservoir, conduit, canal, aqueduct, or pumping station used in connection with the city water service.
Regional trial courts and city courts have concurrent jurisdiction with regional trial courts and metropolitan trial courts/city or municipal trial courts of adjoining municipalities over crimes and misdemeanors committed within the drainage area or within one hundred meters.
The court first taking jurisdiction retains exclusive jurisdiction over the offense.

The City Mayor holds office for three years. Compensation is at least the minimum corresponding to Salary Grade 30 under RA 6758 and implementing guidelines, plus such other compensation/emoluments as determined by law.

Barangay ordinances must be furnished to the sangguniang panlungsod within ten (10) days for review for consistency with law and city ordinances. If the sanggunian does not act within thirty (30) days, the barangay ordinances are deemed approved. If found inconsistent, the sangguniang panlungsod returns them for amendment; effectivity is suspended until revision.
