Republic Act No. 9394 is known as the "Charter of the City of Borongan".
It converts the Municipality of Borongan in the Province of Eastern Samar into a component city to be known as the City of Borongan.
The City has the power to have a continuous succession in its corporate name, to sue and be sued, to have and use a corporate seal, to acquire, hold and convey real or personal property, to enter into contracts or agreements, and generally to exercise powers granted to municipal corporations subject to the law.
The Sangguniang Panlungsod is composed of the city vice mayor as presiding officer, ten regular sanggunian members, the president of the city chapter of Liga ng mga Barangay, the president of the panlungsod na pederasyon ng mga sangguniang kabataan, and sectoral representatives from women, agricultural or industrial workers, and other sectors such as the urban poor or indigenous cultural communities.
The city mayor holds office for three years. Qualifications include being at least 21 years of age, an actual resident of the City for at least one year prior to election, and a qualified voter of the City.
Heads of departments and offices are appointed by the city mayor with the concurrence of the majority of all the sangguniang panlungsod members, subject to civil service laws, rules, and regulations.
An ordinance shall be presented to the city mayor for approval. If approved, the mayor signs it. If vetoed, the ordinance is returned with objections. The sangguniang panlungsod may override the veto by a two-thirds vote, making the ordinance effective.
The city vice mayor becomes the city mayor. If both the mayor and vice mayor positions are vacant, the highest ranking sangguniang panlungsod members assume the roles, determined by the proportion of votes received in elections.
No increase in the rates of local taxes shall be imposed by the City within five years from its acquisition of corporate existence.
For police purposes, the City's jurisdiction is coextensive with its territorial jurisdiction and extends to the drainage area of its water supply or within 100 meters of any related reservoir or infrastructure used for city water service.
