The purpose of POEA Memorandum Circular No. 09 is to require a Booking Confirmation for performing artists, which must be presented to the Embassy of the Philippines or Office of the Labor Attache along with visa guarantees, certificates of eligibility, or work permits for verification purposes.
The Booking Confirmation requirement is mandated under Department Order No. 3-C, Series of 1994, and Department Order No. 3-B, Series of 1994.
The Booking Confirmation must be presented together with the visa guarantee, Certificate of Eligibility, or work permit for verification.
On an interim basis, the Booking Confirmation is required as a prerequisite for the issuance of an Artist Record Book (ARB) to performing artists.
The Circular took effect on March 01, 1995.
All existing formats of Booking Confirmations currently in use by all concerned parties are to be replaced by the model Booking Confirmation provided by the Circular.
The issuing authority is the Philippine Overseas Employment Administration (POEA), with the Circular signed by Administrator Felicisimo O. Joson, Jr.
Presenting the Booking Confirmation is important for the verification process of the performing artist’s credentials and employment status abroad to ensure legal and authorized employment.
The model Booking Confirmation is mandatory and must be utilized, replacing any previous forms used.
