The Order cites R.A. No. 7227, Section 4, which empowers BCDA to own, hold, and/or administer portions of the Metro Manila camps transferred to it by the President.
Portions of the camps may be sold, in whole or in part, provided the President has approved a development plan embodying projects for conversion.
BCDA is directed to review and update, and where necessary revise or modify, the existing MDPs for Metro Manila camps transferred to it under R.A. No. 7227.
BCDA must undertake the MDP review with the participation of its joint venture partners, property developers, and investors.
It links MDP updates to the conversion policy of R.A. No. 7227, implying that land use plans must be consistent with projects for conversion and require Presidential approval.
The Order states that review is needed to enhance benefits from the properties, promote national development, pursue socio-economic development and uplift the condition of the poor, and support the Administration’s economic and social reform policies.
BCDA is authorized to negotiate immediately with an urban planner or urban planning firm to undertake the review and revision of the MDPs.
Within two (2) months from the effectivity of the Administrative Order.
The Order specifically mentions Fort Bonifacio and Villamor Air Base.
They must help promote the Administration’s policies, particularly the development of socialized and affordable dwelling units for police and military personnel.
Municipalities of Taguig and Pateros, Pasay City, and Makati City.
To assist in determining appropriate land uses and development standards and in approving zoning ordinances.
To provide speedy relocation of military facilities affected by the bases conversion program.
To support development of relocation programs for informal occupants of BCDA properties.
The Department of the Interior and Local Government / Philippine National Police.
To facilitate issuance of Special Patents or Titles and Environmental Clearance Certificates for BCDA properties.
To allocate and utilize funds needed for the various relocation and development activities of the bases conversion program.
All administrative/executive orders and other issuances inconsistent with the Order are deemed repealed, modified, or amended accordingly.
It takes effect immediately; thus the two-month period for BCDA’s submission of updated MDPs runs from its effectivity.
