The purpose of the order is to mandate the implementation of the Philippine National Standard (PNS) 1478:1998 for monobloc chairs, monobloc stools, and plastic tables to ensure consumer protection.
The mandatory implementation is based on R.A. No. 4109, R.A. No. 7394 (Consumer Act of the Philippines), Executive Order No. 913, various DAO (Department Administrative Orders), and Section 4, Chapter 2, Book IV of the Administrative Code of 1987.
It applies to all manufacturers, distributors, importers, and retailers of monobloc chairs, monobloc stools, and plastic tables.
Manufacturers must obtain the PS Quality Certification Mark from the Bureau of Product Standards (BPS) through a third-party certification process.
Importers must secure a commodity clearance from the Bureau of Product Standards (BPS) as a prerequisite for the release of shipments by the Bureau of Customs.
The Bureau of Product Standards (BPS) is responsible for promulgating implementing guidelines including timetables and may designate competent organizations to assist with implementation.
BPS will consider present inventory levels, production capabilities of industries, and the testing capabilities of BPS and other testing institutions.
BPS coordinates with the Department of Trade and Industry (DTI) Regional and Provincial Offices and the Bureau of Trade Regulation and Consumer Protection.
All orders or parts thereof which are inconsistent with this order are repealed or amended accordingly.
It takes effect fifteen (15) days after its publication in two newspapers of general circulation.
