It contains a repealing clause: all prior issuances on the organization and functions of the Peace and Order Council inconsistent with EO 773 are deemed superseded.
The Chair of the NPOC is the Secretary of the Department of the Interior and Local Government (SILG).
Examples include: the Director-General of the National Security Council (NSC), the Executive Secretary, the Secretary of Foreign Affairs, the Secretary of National Defense, and the Secretary of Justice (other members are also listed).
They are appointed by the President of the Philippines.
The RPOC consists of the regional counterparts of the departments/offices/agencies enumerated for the NPOC (where applicable), the provincial governors, mayors of highly urbanized cities, presidents of leagues of municipalities, with the Chairman and Vice-Chairman appointed by the SILG with the approval of the President. The Chairman appoints the three (3) private sector representatives upon consultation with council members and after acquiring appropriate security clearances.
Departments, offices and agencies with no regional and/or field offices shall not sit in the RPOC.
The Provincial Governor is Chairman, and the Vice Governor is Vice-Chairman.
The Chairman of the PPOC appoints them upon consultation with council members, with the approval of the Commander of the Infantry Division and the Regional Director of the PNP.
The provincial counterpart of the CSAFP is the Brigade Commander; for Palawan, it is the Commander of the Western Command.
At the national level, the NPOC has a Secretariat headed by the designated Deputy Director General (DDG) of the NSC, handling administrative and technical activities and liaising/ coordinating with agencies. For the RPOC, the Regional Director of the DILG heads the RPOC Secretariat.
They include contributing to strategies of the NSC to respond to peace and order problems; coordinating and monitoring peace and order plans; providing a forum for inter-disciplinary dialogue/deliberation of major issues; and performing other duties as the President may direct.
Examples: (1) provide a forum for dialogue on peace and order issues including insurgency; (2) recommend measures to improve peace and order and public safety including anti-insurgency measures; (3) recommend measures to converge/internal security operations of civil authorities and military/police; (4) apply moral suasion and/or recommend sanctions against local chief executives giving support to Communist rebels; among others.
They may apply moral suasion to, and/or recommend sanctions against, local chief executives who are giving material and political support to the Communist rebels.
CVOs shall be managed and supervised by the respective Regional, Provincial, City or Municipal Directors of the PNP.
A Regional ISO Coordinating Center is created under the RPOC in each region to coordinate ISO efforts of civil authorities and the military/police. The Infantry Division Commander or equivalent commander acts as the Coordinating Officer.
The Kalayaan Barangay list drawn up by the Department of Defense may be amended with the approval of the Unified Area Commander to conform to needs for livelihood and infrastructure development in remote rural/indigenous areas adopted to isolate communities from Communist rebels.
It shall take effect immediately.
