Executive Order No. 480 is issued by the President by virtue of powers vested by law. Its purpose is to amend Executive Order No. 380 (dated 2 December 1996), specifically to broaden sectoral representation in the Industry Development Council (IDC).
Executive Order No. 480 amends Executive Order No. 380 dated 2 December 1996, which created the Industry Development Council.
It includes the Department of Environment and Natural Resources (DENR) as a member of the Council by amending Section 2 of Executive Order No. 380.
The text states that DENR’s membership will provide a sustainable development perspective in promoting competitiveness in local industries and facilitate resolution of environment-related concerns.
The Council is composed of specified government officials: the Secretary of Trade and Industry (Chairman), Presidents of specified industry organizations (Vice-Chairmen), relevant cabinet secretaries/officials (Finance, Agriculture, Foreign Affairs, Science and Technology, Labor and Employment, NEDA Director General, BSP Governor, and now DENR Secretary), and Seven (7) private sector representatives.
The Chairman is the Secretary of Trade and Industry.
The Vice-Chairmen are the Presidents of the Philippine Chamber of Commerce and Industry, Inc. and the Federation of Philippine Industries, Inc.
The amended list includes the Secretary of Finance, Secretary of Agriculture, Secretary of Foreign Affairs, Secretary of Science and Technology, Secretary of Labor and Employment, Director General of the National Economic and Development Authority (NEDA), Governor of the Bangko Sentral ng Pilipinas (BSP), and the Secretary of Environment and Natural Resources (DENR).
There are Seven (7) Representatives of the Private Sector.
It is described as a coordinating mechanism for concerted efforts of both government and private sectors to create a favorable business climate that enhances growth and expansion of local industries.
It states that there is a need to further broaden sectoral representation in order to strengthen the Council’s capabilities in addressing development concerns of local industries.
It takes effect immediately upon issuance, as provided in the Effectivity section.
It was signed by President Fidel V. Ramos. The attestation/executive secretary signature shown is Alexander P. Aguirre.
Amending Section 2 modifies the existing Council’s composition and thus expands/adjusts representation without dismantling the IDC framework established under Executive Order No. 380.
DENR adds a sustainable development perspective to the promotion of competitiveness and helps address and resolve environment-related concerns affecting industry development.
