The school or schools concerned may half-mast their own flags by order of the proper school authorities.
Army regulations regarding half-masting of flags shall be observed.
It is not only the President; the National Assembly may also order it by resolution.
It assigns different authorities depending on the level of the affected official: President/National Assembly for national cases, provincial governor/provincial board for provincial cases, City Mayor/City Board for city cases, and municipal mayor/municipal council for municipal cases.
