That the municipality is financially capable of implementing the Minimum Wage Law and providing for all statutory obligations and ordinary essential services of a regular municipality.
Because EO 393 requires certification that the mother municipalities, after segregation, can still maintain creditability of their municipal governments, meet statutory/contractual obligations, and provide essential municipal services.
It links the new municipality’s territory to existing administrative lines (old municipal boundaries and provincial boundaries), helping avoid ambiguity in jurisdiction and ensuring enforceable, identifiable geographic limits.
The starting point is “point 1, Km. 158 of Salug-San Isidro Road.”
