The MMDA Chairman is authorized to implement new policies and programs for designated bus and public utility vehicle lanes along major thoroughfares in Metro Manila to alleviate traffic congestion.

Questions (MMDA Resolution NO. 02-23)

Republic Act (R.A.) No. 7924.

It empowers MMDA to coordinate, monitor, and formulate policies, standards, programs, and projects concerning transport and traffic management, including administration and implementation of traffic enforcement operations, traffic engineering services, traffic education programs, instituting a system to regulate road users, and instituting a single ticketing system.

Section 6 of R.A. 7924, as stated in the resolution: the Council authorizes the MMDA Chairman to implement such policies and programs.

Section 7(d) of R.A. 7924.

To authorize the MMDA Chairman to implement policies and programs on bus lanes/PUV lanes along major thoroughfares of Metro Manila to ease traffic congestion.

Urgent need to alleviate traffic congestion along major thoroughfares of Metro Manila, particularly by improving flow on heavily used routes like EDSA.

To reduce pedestrian and vehicle conflict, minimize interaction of PUVs with other vehicles, improve capacity of congested locations, and promote continuous traffic flow.

They are identified by yellow lane markings on the pavements.

Epifanio de los Santos Avenue (EDSA).

To assign additional lane(s) for PUVs along its major thoroughfares.

The Metro Manila Council adopts it; it authorizes the MMDA Chairman to implement the policies and programs, pursuant to R.A. 7924 (specifically Section 6 as stated).

Upon approval.

Because bus/PUV lane implementation typically requires traffic enforcement against violations; the cited authority includes instituting a single ticketing system to regulate road users.

It reflects delegation/authorization under R.A. 7924: the Council approves/authorizes the program direction, while the Chairman is empowered to execute day-to-day implementation of the approved policies and programs.

Policies, standards, programs, and projects involving transport and traffic management, including enforcement operations, traffic engineering services, and traffic education programs, plus road-user regulation and ticketing systems.
