The policy of the State is to ensure the sustainable development of Boracay Island as a priority tourism destination and to implement support projects and programs that preserve its attractiveness as a tourism destination.
Boracay Island is proclaimed as a Special Tourism Zone.
The President of the Philippines shall designate the Boracay Eminent Persons Group.
The territorial scope covers Boracay Island consisting of the barangays Yapak, Balabag, Manok-Manok, all islets around it, and Barangay Caticlan in the Municipality of Malay in Mainland Panay Island.

The Group Secretary is a government official appointed by the President of the Philippines.
The appropriations are sourced from the funds of the Philippine Tourism Authority.
The Executive Order takes effect immediately as of October 22, 2004.
All orders, rules, regulations, or issuances inconsistent with this Executive Order are revoked, amended, or modified accordingly.
