Foreign nationals with a Temporary Visitor's Visa (TVV) who have stayed in the Philippines for six months or more are required to obtain an Emigration Clearance Certificate (ECC) before leaving the country, and this law authorizes BI offices at international ports of exit to issue ECCs to facilitate their travel.

It authorizes Bureau of Immigration (BI) offices at international ports of exit to issue Emigration Clearance Certificates (ECC) to qualified foreign nationals, to reduce deferred departures due to ECC-related noncompliance.

It limits ECC issuance at the port of exit to cases where the foreign national’s departure is imminent (within 24 hours) and departure documentation is confirmed by the Boarding Pass.

The foreign national must be registered under the Alien Registration Program (ARP) and must have been issued a Special Security Registration Number (SSRN).

PHP 710.00 as ECC fee and PHP 500.00 as Express Lane fee.

Only PHP 500.00 as Express Lane fee shall be collected.

The person shall not be cleared for departure and shall be referred to the nearest BI office authorized to process and issue the ECC.

To indicate in the Border Control Information System (BCIS) either (1) the Official Receipt Number(s) covering fees paid at the international port of exit, or (2) the ECC Number issued by BI Main Office or Sub-Port Offices.

Pursuant to Book IV, Chapter 6, sections 29 and 36(2) of Executive Order No. 292 (Administrative Code of 1987), in relation to Section 3 of Commonwealth Act No. 613 (Philippine Immigration Act of 1940).

All circulars, memoranda, orders, and other issuances inconsistent with the Order are repealed, amended, or modified accordingly.

After fifteen (15) days from publication in a newspaper of general circulation.
