The primary purpose of TESDA Resolution No. 2007-53 is to approve and grant the waiver of the Two Thousand Pesos (PHP 2,000.00) TVET Program Registration Fee under the Unified TVET Program Registration and Accreditation System (UTPRAS) for all public and private TVET and Higher Education Institutions participating in the Ladderized Education Program (LEP).
The Ladderized Education Program (LEP) is a government priority program designed to promote the active participation of public and private institutions nationwide, facilitating the integration of Technical Vocational Education and Training (TVET) and higher education to achieve its objectives effectively.
The Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED) are the two government agencies jointly undertaking initiatives to support the full implementation of the Ladderized Education Program (LEP).

The Special Support to TVET Provision TESDA Board-TESDA Secretariat Consultation Meeting held on 28 November 2007 deliberated and favorably recommended the waiver of the program registration fee to the Executive Committee (EXCOM)-TESDA Board for consideration.
