Q&A (TESDA Resolution NO. 2007-53)

The primary purpose of TESDA Resolution No. 2007-53 is to approve and grant the waiver of the Two Thousand Pesos (PHP 2,000.00) TVET Program Registration Fee under the Unified TVET Program Registration and Accreditation System (UTPRAS) for all public and private TVET and Higher Education Institutions participating in the Ladderized Education Program (LEP).

The Ladderized Education Program (LEP) is a government priority program designed to promote the active participation of public and private institutions nationwide, facilitating the integration of Technical Vocational Education and Training (TVET) and higher education to achieve its objectives effectively.

The Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED) are the two government agencies jointly undertaking initiatives to support the full implementation of the Ladderized Education Program (LEP).

UTPRAS is a system established by TESDA through earlier board resolutions to unify the registration and accreditation of Technical Vocational Education and Training (TVET) programs across public and private institutions in the Philippines.

The resolution provides a waiver of the non-refundable TVET Program Registration fee of Two Thousand Pesos (PHP 2,000.00) for every qualification embedded in a ladderized curriculum for all public and private institutions participating in LEP.

The waiver applies to all TVET programs registered from the date of effectivity of the resolution up to one (1) year, after which the regular Two Thousand Pesos (PHP 2,000.00) program registration fee per qualification shall apply.

The resolution became effective fifteen (15) days upon its publication after its adoption on 19 December 2007.

Relevant prior resolutions include TESDA Board Resolution No. 1998-03 (establishment of UTPRAS), No. 2000-03 (adoption of omnibus amendatory guidelines), and No. 2003-17 (guidelines on sanctions and penalties under UTPRAS).

The Special Support to TVET Provision TESDA Board-TESDA Secretariat Consultation Meeting held on 28 November 2007 deliberated and favorably recommended the waiver of the program registration fee to the Executive Committee (EXCOM)-TESDA Board for consideration.

The resolution applies to all public and private Technical Vocational Education and Training (TVET) and Higher Education Institutions participating in the Ladderized Education Program (LEP).
