The main purpose is to approve the qualification standards of certain positions in seven government agencies to ensure uniformity and adherence to civil service policies.

Land Bank of the Philippines, Livelihood Corporation, Local Water District, Metropolitan Waterworks and Sewerage System, Philippine Economic Zone Authority, Public Attorney's Office, and Technical Education and Skills Development Authority.

RA No. 7916 and the approval of the organizational structure/staffing pattern by the Department of Budget and Management (DBM) allow PEZA to create new positions and establish qualification standards.

It contains the approved and updated qualification standards for government positions in the Index of Occupational Services (IOS), serving as the basis for uniform personnel actions.

Civil Service Commission requires agencies to submit proposed qualification standards to the CSC-Central Office for appropriate action and approval.

A Masteral Degree, at least 4 years of relevant or supervisory experience, 24 hours of training in management and supervision, and Career Service (Professional) Second Level Eligibility.

Under RA 7907, Land Bank is exempt from existing laws, rules, and regulations on compensation, position classification and qualification standards but still conforms with CSC's general policies voluntarily.

A Bachelor of Laws degree, 2 years of relevant experience, 8 hours of relevant training, and eligibility under RA 1080.

High School Graduate or completion of relevant vocational/trade course; no experience or training required; with Equipment Technician eligibility (MC 11, s. 1996 - Cat. III).

Career Service Executive Eligibility (CSEE) or Career Executive Service (CES) eligibility.
