Questions (MARINA ADVISORY NO. 2013-06)

The purpose of MARINA Advisory No. 2013-06 is to modify the previous MARINA Advisory No. 2012-14 by allowing existing and new maritime training institutions to apply for accreditation only for certain new courses required by the 2010 STCW Manila Amendments, while maintaining a moratorium on other new courses.

MARINA Advisory No. 2013-06 modifies MARINA Advisory No. 2012-14, Series of 2012, which imposed a moratorium on the accreditation of new training courses.

They are allowed to apply for accreditation only for the new courses related to tanker cargo operations (basic and advanced for oil, chemical, and liquefied gas tankers), seafarers with designated security duties, able seafarer deck and engine ratings, electro-technical officer, and electro-technical ratings as specified under the 2010 STCW Manila Amendments.

Basic Training for Oil and Chemical Tanker Cargo Operations as provided under Regulation V/1-1, paragraphs 1 and 2.

No, institutions are restricted to apply only for the new courses explicitly listed in the advisory while the moratorium on other new training courses remains in effect.

Pending applications for accreditation of new courses filed after the issuance of the moratorium shall still be considered by MARINA.

This advisory took effect fifteen (15) days after its publication in a newspaper of general circulation.

The course refers to Section A-VI/6, paragraph 6 for seafarers with designated security duties and Security Awareness Training under Section A-VI/6, paragraph 4.
