Consultants must follow the DPWH Design Guidelines, Criteria and Standards and seek approval from the Bureau of Design (BOD) for any deviations or modifications.
Preliminary plans, design reports, and cost estimates must be submitted to the BOD through the DPWH Implementing Office for design concept review. After considering BOD comments, consultants prepare final plans incorporating those comments.
Each sheet must show the full name, signature, field of expertise, and if required, the PRC registration number and seal of the respective consultant designer.
The Project Manager of the Design Consultant must sign and approve the plans before submission.
A note stating that the Design Consultant shall be fully responsible for failure of the facility due to faulty design, except for changes made without the Consultant's conformity. The Project Manager must sign below this note.
The Head of the Implementing Office, after assuring compliance with design requirements, returns the plans to the Consultant for reproduction with a notice that the plans are accepted for implementation, without diminishing the Consultant's responsibility.
The original Design Consultant must approve/release revised major design changes, and the consultant is liable for additional government costs or damages caused by negligent, fraudulent, or delayed design work.
Significant changes such as alignment, type or main components of structures, or introduction of new work items during project implementation require approval by the original Design Consultant prior to BOD review.
The Implementing Office must verify the Consultant's compliance with the required outputs as specified in the consultancy contract.
Implementing offices must evaluate the appropriateness of the design plans against actual field conditions and submit monthly reports to the Chairman of the Prequalification, Evaluation and Awards Committee for Consultancy and the Director of BOD until project completion.
