Questions (Republic Act No. 8414)

RA 8414 separates Conner National High School – (Ripang Annex High School) in Conner, Apayao from the main Conner National High School and converts it into a separate and independent national high school known as Conner Central National High School.

The separate and independent national high school is to be known as Conner Central National High School.

It covers Conner National High School – (Ripang Annex High School) located in the Municipality of Conner, Province of Apayao, and separates it from Conner National High School in the same municipality.

It shall offer secondary education proper and secondary science courses to carry out its objectives, subject to authorization by the Secretary of the Department of Education, Culture and Sports.

The Secretary may authorize secondary science courses (as may be authorized) and issue related approvals to implement the school’s objectives.

They are transferred to and absorbed by Conner Central National High School.

No. Section 4 expressly transfers and absorbs all personnel, assets, liabilities, and records of the Ripang Annex High School to the new Conner Central National High School.

It provides that the amount necessary to carry out the Act shall be included in the General Appropriations Act of the year following enactment and thereafter.

It takes effect upon its approval. However, the text notes it lapsed into law on November 27, 1997 without the President’s signature pursuant to Article VI, Section 27(1) of the Constitution.

It means the President did not sign the bill within the constitutionally required period, and the bill automatically became law after that lapse.

The former annex is no longer part of the main Conner National High School; it is separated and operates as an independent national high school (Conner Central National High School).

It is required to offer secondary education proper and secondary science courses, not tertiary education.

The Secretary of the Department of Education, Culture and Sports is the authority for authorization of secondary science courses, as the Act provides.

Personnel, assets, liabilities, and records.

The separation and conversion are effected by the Act itself upon approval (as stated in Section 6), but the Department of Education, Culture and Sports must still issue rules and regulations to carry out the provisions.
