The primary purpose of Act No. 942 is to reduce the thirty-two municipalities of the Province of Rizal to fifteen municipalities by reorganizing their boundaries and combining certain municipalities.

Under Act No. 942, the municipalities of Pasig, Mariquina, San Pedro Macati, and Tanay preserved their original boundaries.

The seat of the municipal government for the new municipality consisting of San Mateo and Montalban was at the present municipality of San Mateo.

The municipality of Pateros was formed by consolidating the present territory of Pateros and the municipalities of Taguig and Muntinlupa.

The municipal elections in each of the new municipalities shall be held in accordance with the rules contained in Act Numbered 730, as amended by Act Numbered 928.

Once the new municipal officials have been elected and qualified, the present organization of the former municipalities mentioned in Section 1 (except those preserving their boundaries) shall be abolished, and all offices held by virtue of the old organization shall be vacant and abolished. Present officials shall cease to hold office when the new officials take their oath.

The municipality of Pateros includes the municipalities of Taguig and Muntinlupa in its composition.

The municipality of Caloocan was formed by combining the present territory of Caloocan and the municipality of Novaliches.

Act No. 942 takes effect immediately upon its passage on October 12, 1903.

The municipality of San Felipe Neri consists of its present territory and the municipality of San Juan del Monte, with the seat of government at San Felipe Neri.

The municipality of Morong was formed by consolidating Morong, Binangonan, Baras, and Cardona.
