The primary purpose of Act No. 952 is to reduce the fifty-seven municipalities of the Province of Cebu to forty-one by consolidating several municipalities and defining their new territorial boundaries and seats of municipal government.

The new municipality of Cebu was formed by consolidating the present territory of the municipality of Cebu and the municipalities of Talamban and El Pardo.
