Republic Act No. 11753 establishes a regular campus of the Nueva Ecija University of Science and Technology (NEUST) in the Municipality of Nampicuan, Province of Nueva Ecija, to be known as the NEUST-Nampicuan Campus.

The NEUST-Nampicuan Campus is mandated to provide short-term, technical-vocational, undergraduate, and graduate courses within their areas of competency and specialization.

The NEUST-Nampicuan Campus is also mandated to undertake research and extension services and to provide progressive leadership in these areas.

The NEUST-Nampicuan Campus shall be headed by Campus Administrators who shall render full-time services and are appointed or designated by the Board of Regents upon the recommendation of the search committee and the University President, subject to guidelines, qualifications, and standards set by the Board.

All assets, real and personal, personnel, and records of the NEUST-Nampicuan Campus, as well as liabilities or obligations, are transferred to the University. The positions, rights, and security of tenure of faculty and personnel employed at the campus are respected.

All parcels of government-owned land occupied by the NEUST-Nampicuan Campus are declared property of the University and shall be titled under its name. If the University ceases to exist or the land is no longer needed, the land shall revert to the local government unit or the Republic of the Philippines.

Republic Act No. 8292, known as the Higher Education Modernization Act of 1997, shall form part of this Act and serve as a governing charter of the University.

Yes, all powers, functions, privileges, responsibilities, and limitations applicable to state universities and their officials under existing laws are deemed granted or imposed upon the NEUST-Nampicuan Campus and its officials whenever appropriate.

The funds necessary to carry out the provisions of the Act shall be included in the annual General Appropriations Act.

Republic Act No. 11753 took effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
