Republic Act No. 8651 converts the Adiong Memorial Polytechnic College in Ditsaan-Ramain, Lanao del Sur, into a State College, known as the Adiong Memorial Polytechnic State College, and appropriates funds for this purpose.

The State College primarily provides higher professional, technical, and special instructions, promotes research, extension services, and advanced studies particularly in agriculture, forestry, ecology, and other allied courses relevant to these fields.

The existing high school will be transferred to the supervision of the Department of Education, Culture and Sports but may remain and operate within the State College campus until transferred to another location or until its students are accommodated elsewhere.

The Board includes the CHED Chairman (chairman), the State College President (vice chairman), chairmen of the Senate and House Committees on Education and Culture, Director-General of NEDA, presidents of the faculty association, student council, alumni association, and at least two prominent citizens from the locality.

The Board can enact rules and regulations, allocate funds, import duty-free necessary educational materials, receive donations, fix tuition fees, approve appointments, fix faculty salaries, approve curricula and programs, confer degrees, establish branches and chairs, and accept integration of other public schools.

The Board must meet at least once every two months. A quorum is a majority of members with the CHED chairman or the State College president present.

The president is appointed by the Board of Trustees through a selection process for a three-year term, renewable for another three years. In case of vacancy, the Board can appoint an officer-in-charge.

The administrative council handles policy implementation and development planning. The academic council prescribes curricular offerings, admission and graduation requirements, confers degrees, and has disciplinary powers over students.

No student shall be denied admission based on sex, nationality, religion, or political affiliation. Faculty appointments must not be influenced by religious opinions or affiliations, and no faculty may teach biased religious views.

All assets, liabilities, personnel records, and facilities are transferred to the newly created State College. Personnel retain their positions and tenure rights unless changed by the Board in accordance with civil service rules.
