Republic Act No. 9230 is titled "An Act Amending Section 10 (B) and Section 58 of Republic Act No. 8797, otherwise known as 'An Act Converting the Municipality of San Jose del Monte, Bulacan into a Component City to be known as the City of San Jose del Monte' and Providing Funds Therefor."
The main purpose of Republic Act No. 9230 is to amend certain provisions of Republic Act No. 8797, specifically those related to the composition of the Sangguniang Panlungsod and the creation of the representative district for the City of San Jose del Monte.
The Sangguniang Panlungsod is composed of the city vice mayor as presiding officer, ten (10) regular sangguniang members, the president of the city chapter of the Liga ng mga Barangay, the president of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan, and three (3) sectoral representatives: one from women, one from agricultural or industrial workers, and one from other sectors such as the urban poor, indigenous cultural communities, or disabled persons.
Six (6) regular members are elected from each of two districts, making a total of twelve elected regular members. The districts are defined by barangays and each district comprises contiguous and adjacent territory.
There are three sectoral representatives: one (1) from women, one (1) from agricultural or industrial workers, and one (1) from other sectors such as the urban poor, indigenous cultural communities, or disabled persons. The sangguniang panlungsod determines the latter two within ninety (90) days prior to local elections.
The elective members must possess the qualifications as provided under Section 39 of Republic Act No. 7160, also known as the Local Government Code of 1991.
Section 58 is amended to provide that the City of San Jose del Monte shall have its own representative district starting with the next national election after the effectivity of this Act.
They will coincide with the regular elections in 2004.
The incumbent Representative will continue to represent the City until the expiration of his term of office.
The Act took effect upon its approval on December 18, 2003.
