The Commission resolved to amend PR 64.E (Bleeders) of the Racing Rules.
The resolution was made during the Commission meeting held on January 13, 2004.

For a first offense: indefinite suspension with Veterinary Clearance and One (1) Barrier Trial.
For a second offense: thirty (30) days suspension with Veterinary Clearance and One (1) Barrier Trial.
