The DSWD's Administrative Order No. 02, S. 2006 establishes updated guidelines for issuing travel clearances to minors traveling abroad, detailing requirements and exceptions to ensure child protection and prevent trafficking.

It amends the Omnibus Guidelines for Minors Traveling Abroad to provide clear directions for the issuance of travel clearances to Filipino minors traveling abroad in the interest of protecting children and efficient public service.

Filipino minors traveling alone abroad except under special circumstances, and minors traveling accompanied by persons other than their parents.

When a minor travels with both or either parent, a solo parent, legal guardian, or when the minor's parents are in the foreign service, living abroad, or immigrants and the minor holds a valid dependent or permanent resident visa or ID.

Photocopy of solo parent ID card from Municipal Social Welfare & Development Office, certification of solo parent from local SWD office, Tallaq or Fasakh certification from Shariah court or Muslim barangay leader, certificate of legal guardianship from court, death certificate if a parent is deceased, and certificate of no marriage in the case of illegitimate minors.

It is valid for one year from the date of issuance and can be used for multiple travels within this period unless the conditions of issuance change.

Application form, photocopy of minor's birth certificate or passport, written consent of both parents or solo parent or legal guardian, proof of parental status (marriage certificate, solo parent certification, legal guardianship, death certificate, or certificate of no marriage), and two recent colored passport size photos.

A photocopy of the passport of the traveling companion is required in addition to other documents.

It is submitted by the parent, legal guardian, or authorized representative at any DSWD Field (regional) office. Application forms may be obtained from DSWD offices or downloaded from the DSWD website.
