Executive Order No. 124-A, issued in 1987, amends previous orders to reorganize the Department of Public Works and Highways in the Philippines, abolishing the Pasig River Development Council and the Rural Waterworks Development Corporation, while renaming and reorganizing the National Water Resources Council, with immediate effect.

Questions (EXECUTIVE ORDER NO. 124-A)

Executive Order No. 124, dated 30 January 1987, which reorganized the Department of Public Works and Highways (DPWH), redefining its powers and functions.

Corazon C. Aquino, President of the Philippines, signed it on July 22, 1987.

To amend EO 124 by prescribing the abolition and transfer of specific agencies/functions to appropriate DPWH bureaus, services, regional offices, and other attached/government water institutions.

It is abolished and its flood control functions are transferred to the pertinent Bureau, Services, and Regional Office of the Department.

They are transferred to the Local Water Utilities Administration (LWUA), in accordance with Sections 29 to 31 of EO 124.

It is renamed and reorganized as the National Water Resources Board, and it shall continue to be attached to the Department.

All of its technical functions are transferred to the Bureau of Research and Standards and other offices as deemed appropriate by the Secretary.

It deletes subsection (a) and renumbers the remaining subsections: (b), (c), and (d) become (a), (b), and (c), respectively.

It signals that certain entities are abolished and their functions/assets are reassigned to other offices/agencies, thereby restructuring responsibilities and administrative control.

To the pertinent Bureau, Services, and Regional Office of the DPWH.

It indicates that the specific legal mechanics, conditions, and scope of transfer are governed by Sections 29 to 31 of EO 124 (as amended), not only by Section 1.

It remains organizationally linked/attached to the DPWH (the Department), even though its technical functions are transferred elsewhere within the Department.

It takes effect immediately.
