The main purpose of Republic Act No. 315 is to amend Sections 89 and 91 of Commonwealth Act Numbered One, as amended, and to provide additional funds for the increase in the pay and allowances of enlisted men of the Armed Forces of the Philippines.

Monthly base pay rates are as follows: Master Sergeant (Chief Petty Officer) P120, First Sergeant P120, Technical Sergeant (Petty Officer 1st class) P105, Staff Sergeant (Petty Officer 2nd class) P85, Sergeant (Petty Officer 3rd class) P75, Corporal (Seaman 1st class) P65, Private 1st class (Seaman 2nd class) P55, Private (Apprentice Seaman) P50.

An enlisted man who reenlists within two months after discharge by reason of expiration of enlistment shall receive a reenlistment bonus of one month's pay of the grade held at the time of discharge.

Qualified first, second, and third class air mechanics receive additional monthly pay of seventy-five pesos, fifty pesos, and twenty-five pesos respectively, not exceeding fifteen percent of the enlisted air force strength.

They shall receive additional pay equivalent to fifty percent of the base pay prescribed for their respective grades.

They shall receive additional pay equivalent to ten percent of the base pay prescribed for their respective grades while on sea duty pursuant to orders by competent authority.

They shall receive additional pay equivalent to fifty percent of the base pay of their respective grades while actually engaged in hazardous duty as defined by regulations prescribed by the Secretary of National Defense.

Enlisted men, except Air Corps receiving flying pay or air mechanics, may be rated as specialists with pay per month as follows: First Class P75, Second Class P65, Third Class P55, Fourth Class P45, Fifth Class P35, Sixth Class P25, Seventh Class P20, Eighth Class P15, Ninth Class P10.

Enlisted men are entitled to rations or subsistence allowance if not furnished rations in kind, barracks accommodations or quarters allowance if not furnished quarters, medical attendance, clothing allowance upon enlistment/reenlistment, and additional subsistence allowance for sea duty (for naval patrol).

Each enlisted man shall be granted clothing allowance not less than seventy-five pesos upon original enlistment or reenlistment, plus a monthly allowance of at least ten pesos, and an additional twenty pesos upon reenlistment within two months after discharge.

Enlisted men of the Reserve shall receive no pay or allowance while on inactive status except during emergency or mobilization declared by the President, during which they shall receive pay and allowances prescribed by the President.

Trainees receive a monthly base pay of ten pesos, plus meals, barracks accommodations, medical attention, clothing, and transportation as prescribed.

Trainees serving longer than ten months, except those extended due to misconduct or unauthorized absences, receive an additional five pesos for each additional month served, over and above normal pay and allowances.

The sum of three million six hundred thousand pesos was appropriated from the National Treasury for the fiscal year 1948-1949 to cover the increased pay and allowances authorized by this Act.

The Act took effect upon its approval on June 19, 1948.
