The CAAP Memorandum Circular No. 54-13 amends the Philippine Civil Aviation Regulation to establish updated requirements for student pilots, including a minimum age of 16, proficiency in English, and the necessity of a Class 2 Medical Certificate and authorization from a flight instructor before solo flights.

The applicant for a student pilot authorization shall be not less than 16 years of age.

The applicant must be able to read, speak, and understand English.

The applicant must hold a current Class 2 Medical Certificate.

Prior to conducting a solo flight, a student pilot shall have received and logged flight training for the maneuvers and procedures as listed in IS 2.3.3.1 and demonstrated satisfactory proficiency and safety, as judged by an authorized instructor.

The student pilot must receive and log ground training on (i) applicable sections of Part 2 and Part 8, (ii) airspace rules and procedures for the airport where the student will perform the solo flight, and (iii) flight characteristics and operation limitations for the make and model of the aircraft to be flown.

A student pilot must be authorized by a Flight Instructor to conduct a solo flight.

These amendments shall be added to the PCAR Part 2, series of 2013, take effect immediately, and supersede any other memoranda, regulations, and directives in conflict after compliance with the required single newspaper publication and filing with the U.P. Law Center - Office of the National Administrative Register.
