PD No. 1110 amends Republic Act No. 3680, the law “Act converting the present Philippine Nautical School into the Philippine Merchant Marine Academy.”
It aims to change/amend the composition of the governing board of the Philippine Merchant Marine Academy to ensure more active, positive, and effective participation by the Maritime Industry Authority (MARINA) in the institution’s administration.
Section 4 of RA 3680 is amended to specify the composition of the Philippine Merchant Marine Academy Board and its membership terms regarding compensation.
The Administrator of the Maritime Industry Authority (MARINA) is the ex-officio Chairman of the Board.
They are: (1) a representative of the Philippine Navy; (2) the Chairman of the Board of Marine Inquiry; (3) the Chairman of the Board of Marine Examination for Deck Officers; (4) the Chairman of the Board of Marine Examination for Marine Engineers; (5) the President of the United Harbor Pilots Association of the Philippines; (6) the President of the Filipino Shipowners Association; (7) the Executive Director of the National Seamen Board; and (8) the Superintendent of the Academy.
It means the person holds the chairmanship by virtue of (or because of) their office as Administrator of MARINA, not by separate appointment.
No. Members serve without compensation, other than actual and necessary expenses incurred in attending meetings or on official business authorized by a board resolution.
They may be reimbursed for actual and necessary expenses incurred either in attendance upon meetings of the Board or on official business authorized by a resolution of the Board.
Section 2 provides that all provisions of existing laws, decrees, orders, rules and regulations, or parts thereof, in conflict or inconsistent with PD No. 1110 are repealed or modified accordingly.
It shall take effect immediately (Section 3).
It places PMMA under the administrative supervision of MARINA and, specifically, gives MARINA’s Administrator the position of ex-officio Chairman to ensure more active participation in the board.
To incorporate expertise and stakeholders from different maritime sectors (regulatory, safety, examination/training, pilots, shipping industry, and seamen affairs) for a more comprehensive and effective governance of the Academy.
To supply shipping and shipyard manpower needs by upgrading maritime education and training capabilities to meet current and future industry demands.
