The main objective is to prevent the accumulation of accounts receivable from the ten percent (10%) government share on pilotage service and to integrate and simplify the collection of this 10% share with vessel charges.
Shipping lines or agents are required to pay directly to the Philippine Ports Authority (PPA) the ten percent (10%) government share from pilotage service actually rendered by Harbor Pilots or Harbor Pilots' Associations.
Section 5.3 was amended to revise the provisions on PPA revenue from pilotage services.
It is assessed and directly collected by PPA from shipping companies or agents on a per vessel basis together with vessel charges, and must be collected before the issuance of the vessel Departure Clearance.
For income derived from special pilotage services, PPA will bill the Pilots' Association or its members, who must pay the 10% government share within fifteen (15) days from receipt of the billing. Late payments are subject to interest and penalties.
