Section 5.3 was amended to revise the provisions on PPA revenue from pilotage services.

It is assessed and directly collected by PPA from shipping companies or agents on a per vessel basis together with vessel charges, and must be collected before the issuance of the vessel Departure Clearance.

For income derived from special pilotage services, PPA will bill the Pilots' Association or its members, who must pay the 10% government share within fifteen (15) days from receipt of the billing. Late payments are subject to interest and penalties.

Pilots' Associations must furnish PPA with copies of their billings immediately after they are issued to shipping companies or agents for the purpose of counterchecking income and payments made per vessel.
