Republic Act No. 9649 amends Republic Act No. 5412, as amended, known as the Charter of the City of General Santos, specifically addressing the management and disposition of public lands and ownership of certain public utilities and infrastructures in General Santos City.
The City of General Santos exercises rights and prerogatives over such lands in the concept of a beneficial owner.
Disposition must be in accordance with Commonwealth Act No. 141, as amended, and other applicable laws, executive issuances, rules, and regulations, with prior consultation and concurrence of the city government.
All incomes and receipts derived shall accrue exclusively to the city and be turned over immediately to the city without need of demand.
These utilities are owned by the City of General Santos and their revenues accrue to the general fund of the city.

Government agencies must inform the city government and seek its concurrence prior to any disposition, administration, or management of such lands.
It prohibits the establishment and operation of any form of gambling authorized by existing laws without prior concurrence of the City Government of General Santos.
All concerned agencies must submit comprehensive and detailed reports within sixty (60) days from the date the Act takes effect.
Violators face six (6) months imprisonment, and if a government official or personnel is involved, they also suffer perpetual disqualification from holding public office, aside from other administrative, civil, or criminal liabilities.
