QuestionsQuestions (EXECUTIVE ORDER NO. 827)
RA 11012 amends Republic Act No. 10604, entitled “An Act converting the Iloilo State College of Fisheries… into a State University…”
The Iloilo State College of Fisheries (ISCOF) in Barotac Nuevo, Iloilo, including its campuses (San Enrique Polytechnic College, Dingle Agricultural and Technological College, and Dumangas Polytechnic College), are converted into a state university.
The Iloilo State University of Fisheries Science and Technology.
The Barotac Nuevo Polytechnic Institute in the Municipality of Barotac Nuevo is integrated with the university.
Barangay Ilaya Poblacion, Municipality of Barotac Nuevo, Province of Iloilo.
The law identifies the campuses by their municipalities (San Enrique, Dingle, and Dumangas) as part of the converted institution; it separately states the main campus location in Barangay Ilaya Poblacion, Barotac Nuevo.
It defines a shorthand term—“the University”—for use in the rest of the Act to refer to the Iloilo State University of Fisheries Science and Technology.
The institution retains its status prior to the effectivity of the Act until it is able to comply with the CHED requirements provided in RA 10604.
It implies a transitional or continuing status pending compliance; the institution’s prior status is preserved until CHED requirements are met.
All laws, executive orders, decrees, instructions, rules and regulations that are contrary to or inconsistent with the Act are amended, repealed, or modified accordingly.
Fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
It establishes that the law becomes binding only after the statutory publication requirement is satisfied, followed by the 15-day period.
Aquilino ‘Koko’ Pimentel III (President of the Senate), Pantaleon D. Alvarez (Speaker of the House of Representatives), and Rodrigo Roa Duterte (President of the Philippines).
It originated in the House of Representatives, passed on May 2, 2017, amended by the Senate on December 11, 2017, with amendments concurred by the House on January 17, 2018.
By redefining the converted institution’s name, specifying integrated campuses/institutions, and stating the main campus location, it clarifies the official identity and territorial/administrative structure of the state university.
It retains its status prior to the effectivity of the Act until it is able to comply with the CHED requirements provided in the law.
