2021 Holidays and Special Days Proclamation
Law
Proclamation No. 1107
Decision Date
Feb 26, 2021
Amendment to the Philippine Law on Holidays for 2021, encouraging economic productivity and minimizing disruptions by designating certain special holidays as working days instead, due to the ongoing State of Calamity caused by COVID-19.

Q&A (PROCLAMATION NO. 1107)

The regular holidays for 2021 include New Year's Day (January 1), Araw ng Kagitingan (April 9), Maundy Thursday (April 1), Good Friday (April 2), Labor Day (May 1), Independence Day (June 12), National Heroes Day (August 30), Bonifacio Day (November 30), Christmas Day (December 25), and Rizal Day (December 30).

The special (non-working) days are Chinese New Year (February 12), EDSA People Power Revolution (February 25), Ninoy Aquino Day (August 21), Black Saturday (April 3), All Saints Day (November 1), and Feast of the Immaculate Conception of Mary (December 8).

Special (working) days declared are All Soul's Day (November 2), Christmas Eve (December 24), and Last Day of the Year (December 31).

The amendment was needed due to the ongoing State of Calamity caused by COVID-19 and the health protocols that discourage large gatherings and festivities, as well as to encourage economic productivity by minimizing work disruptions.

No, only Section 1 of Proclamation No. 986, s. 2020 was amended; all other provisions remain unchanged, valid, and existing.

The proclamation took effect immediately upon its issuance on February 26, 2021.

Due to COVID-19 health protocols discouraging large gatherings and festivities during public commemorations, some holidays were declared special (working) days to minimize disruptions and the risks of virus spread.

Publishing ensures public awareness and legal effectivity of the proclamation, as it is a requirement for official government issuances affecting public policies, such as holiday observances.
