The primary purpose of MMDA Regulation No. 003, May 04, 2000 is to amend MMDA Regulation No. 98-007 by increasing the rate of filing and processing fees for zoning clearances as originally provided for in MMC Ordinance No. 81-01 and other related ordinances, in response to inflation and directive by Executive Order No. 197 to upgrade fees by not less than 20%.
The updated filing fee for location clearance is P100.00.
The land use fee rate for residential (single, detached, and duplex type) projects is P1.50 per square meter of total floor area.
A fine of not less than P2,000.00 and not more than P10,000.00 is imposed, depending on the phase of construction.
First refusal results in a fine not exceeding P2,000.00, while subsequent refusals carry a fine of P5,000.00.

Professionals found constructing without necessary locational clearance may be referred to the Professional Regulation Commission (PRC) for appropriate action, while building officials issuing building permits without required clearance may be referred to the respective City or Municipal Mayor for appropriate action.
