The main purpose of Executive Order No. 433 is to amend Executive Order No. 81 and transfer the management of the Palarong Pambansa from the Philippine Sports Commission to the Department of Education.

Before Executive Order No. 433, the Philippine Sports Commission was managing the Palarong Pambansa.

Under Republic Act No. 9155, entitled 'Governance of Basic Education Act of 2001', the program of physical education and school sports is an integral part of basic education implemented by the Department of Education.

Under this provision, the President has continuing authority to reorganize the administrative structure of the Office of the President.

The Palarong Pambansa should be included in the regular calendar of activities for the month of May or during summer vacation to avoid disruption of classes.

The Department of Education shall include the Palarong Pambansa and its preparatory activities in its calendar, propose budgetary appropriations for its implementation, and coordinate with the Philippine Sports Commission and other entities.

DepEd and PSC shall continue to coordinate in implementing programs, projects, and activities related to physical education and school sports, including the celebration of the International Year for Sports and Physical Education in 2005.

Section 4 requires the DepEd, in coordination with the PSC and other concerned entities, to formulate the rules and guidelines for the effective implementation of the Order within 45 days after its effectivity.

All executive orders, administrative orders, and other executive issuances that are inconsistent with EO No. 433 are repealed, modified, or amended accordingly.

Executive Order No. 433 took effect immediately upon its adoption on May 31, 2005.
