Executive Order No. 373 establishes the independent municipality of Buenavista in Bohol by segregating specific barrios from the municipalities of Jetafe and Inabanga, contingent upon the appointment of local officials and financial viability.

Questions (EXECUTIVE ORDER NO. 830)

It is pursuant to Section 68 of the Revised Administrative Code.

The barrios of Buenavista Norte and Buenavista Sur and Cabul-an Island, all of the municipality of Jetafe, province of Bohol.

The barrios of Daet Norte and Lapacan Sur, both of the municipality of Inabanga, province of Bohol.

Jetafe and Inabanga. Their territories must be reduced by the portions included in the territory of Buenavista, as delimited by the executive order.

It begins to exist upon (1) the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and (2) certification by the Secretary of Finance that it is financially capable of implementing the Minimum Wage Law and providing statutory obligations and ordinary essential services of a regular municipality, and that the mother municipalities can still maintain their governments and meet obligations.

The Secretary of Finance must certify that Buenavista is financially capable of implementing the Minimum Wage Law, providing statutory obligations and ordinary essential services, and that Jetafe and Inabanga remain financially capable of meeting their obligations after segregation.

It amends Executive Order No. 362 (issued October 26, 1959).

It legally delimits Buenavista’s territory by specifying points, compass bearings, distances, and natural or surveyed landmarks, using the reference sketch plan/map.

It states that after reaching point 9, the boundary follows the marine waters which the municipality shall have pursuant to Section 2321 of the Revised Administrative Code, returning to point 1.
