: The primary purpose is to address discrepancies in the promotion of AFP officers, ensuring fair and equitable allocation of promotional quotas and adherence to existing laws governing such promotions.
: The Secretary of National Defense and the Chief of Staff of the Armed Forces of the Philippines (AFP) are the primary recipients.
: Republic Act No. 291, as amended by Presidential Decree No. 360.
: The AFP Selection Boards must be constituted at the start of the fiscal year so recommendations can be submitted within the relevant quarter for effective promotion dates.
: The Secretary must declare vacancies in respective grades early enough to facilitate fair and thorough consideration of all promotion candidates.
: Temporary promotion for outstanding ability and efficiency is encouraged, but must still adhere strictly to existing laws and rules.
: The criteria should be re-examined to ensure the quota allocations are proportionate, fair, and equitable among the major services and between regular and reserve forces.
: Strict adherence to existing laws and implementing rules and regulations governing both temporary and permanent promotions of AFP officers is enjoined.
